Marcos’ National Action Plan for Unity, Peace, and Development is the antithesis of peace

Revoke the NAP-UPD! Abolish the NTF-ELCAC!

The supposed “National Action Plan for Unity, Peace, and Development” (NAP-UPD) recently adopted by the Marcos regime through its Memorandum Circular 83 on May 2, 2025 is nothing but another deceptively-worded fascist policy that will only lead to increased human rights violations against the Filipino people and fail to address the root causes of the ongoing armed conflict in the Philippines. 

The NAP-UPD will further empower the NTF-ELCAC (National Task Force to End Local Communist Armed Conflict) to intensify its political repression to attack anyone who is critical of the Marcos regime. We saw blatant examples of the NTF-ELCAC’s attacks in the run up to the mid-term elections, where progressive partylists and candidates from the Makabayan Bloc were targeted with rampant nationwide red-tagging and the systematic spreading of massive disinformation, such as the lie that Bayan Muna was disqualified from the race and the public placement of a casket splattered with red paint. 

The NAP-UPD is the antithesis of peace, as it signals a full-blown assault on basic democratic rights, such as freedom of speech and political belief. The entire government and fascist laws enacted in recent years such as the Anti-Terrorism Law and Anti-Terrorist Financing Law are being wielded as a weapon to silence any dissent and lodge trumped-up charges against leaders and members of people’s organizations and institutions. 

Malaya Movement USA condemns these state-sponsored acts of psychological warfare and sowing confusion and fear among those who support genuine change from the rotten political system that has long been dominated by elite and corrupt political dynasties. This is a preview of the intensified terror on the Filipino people that will be sown by the NTF-ELCAC and the NAP-UPD. We demand that the NAP-UPD be revoked and that the NTF-ELCAC be abolished immediately, as they are tools of fascism that will only continue to prevent any peace, unity, or the development of a genuinely democratic and free Philippines.
